支付便利化标杆场景｜⑥漳州古雷开发区

古雷开发区是全国七大石化产业基地之一。今年2月，福建省迄今为止一次性投资最大中外合资项目——中沙古雷乙烯项目主体工程全面动工，陆续会有大批外籍人员来到漳州工作、生活。

在人民银行福建省分行指导下，人民银行漳州市分行根据沙特人士在漳行程路径和支付习惯，梳理外卡受理、货币兑换、住宿餐饮等支付服务需求，探索有漳州特色的支付便利化措施。推出全省首份阿拉伯语版支付服务指南，开设古雷首家外币代兑点和支付综合服务点。指导中国银行漳州分行打造“中沙合作项目（古雷）金融服务特色网点”，开设中沙合作金融服务专区和跨境服务专柜，在网点招牌、咨询前台等区域设置阿拉伯语标识或业务提示，提供境外企业及外籍人士预约开户服务，网点风格充分尊重阿拉伯习俗，让人感到宾至如归的感觉。截至11月底，项目周边16家重点商户已开通外卡受理功能，6家银行网点支持外币现钞兑换，24台ATM支持外卡取现，累计发放阿拉伯语版支付服务指南180份，实现涉沙重点场景全覆盖，为创建中沙（福建）产业合作区贡献支付力量。

The Gulei Development Zone stands as one of the seven major petrochemical industry bases in China. In February 2024, the Sino-Saudi Gulei Ethylene Complex Project, which represents the largest single investment in Sino-foreign joint ventures in Fujian Province to date, commenced its main operations. This initiative is anticipated to attract a high influx of expatriates to Zhangzhou for working and living.

Thanks to the directions from the Fujian branch of the People’s Bank of China, the Zhangzhou Branch of the People’s Bank of China has tailored its services to accommodate the travel patterns and payment preferences of Saudi nationals when they are visiting Zhangzhou. This effort includes the identification of services related to foreign card acceptance, currency exchange, lodging, and dining, and the exploration of the payment facilitation measures with local characteristics of Zhangzhou. The branch has released the province’s first payment service guide written in Arabic language and established the first foreign currency exchange outlet along with an integrated payment service outlet in Gulei. Additionally, the Zhangzhou Branch of the Bank of China has been instructed to develop a financial service outlet specifically for the Sino-Saudi Gulei Ethylene Complex Project, which includes a designated area for financial services and cross-border service counter. Arabic signboards and business reminders have been placed at various locations, including information desks, to assist foreign enterprises and individuals in the account opening process. The style of the outlet is fully respectful of Arab customs and makes people feel at home. By the end of this November, 16 key shops situated in the vicinity of the project have successfully activated foreign card acceptance, 6 bank outlets have begun to support foreign currency cash exchanges, and 24 ATMs to support operational for foreign card cash withdrawals. 180 copies of the Arabic payment service guide have been handed out, fully covering essential services related to Saudi Arabia and bolstering the establishment of the Sino-Saudi (Fujian) Industrial Cooperation Zone in respect of payment capabilities.
